 Como diz o título, trata-se duma história de construção extravagante e sem hipótese de rentabilidade, desde a estação de ski, numa província onde raramente neva, até à  transformação das praças da cidade em cópias de praças europeias célebres ... Tudo isto, deixou uma dívida de mais de 20 mil milhões de dólares, numa das províncias mais pobres do interior da China. No final, os únicos "turistas" a beneficiarem dos relvados no centro da cidade, são os rebanhos de cabras que aí vão pastar...
